NCCC and AEP for Commodities Schemes re-accreditation - an update (TNF 2015/037)


As you would be aware, there has not been a re-accreditation of the above Schemes by the Department of Agriculture ("the Department") since 2009 however the Department has now agreed that all "accredited persons" (licensed customs brokers or self-reporting importers) and "approved persons" (support staff to LCBs) will now be able to be part of a new re-accreditation process starting from 1 April 2016. Called the "Continued Biosecurity Competency" (or CBC), the new re-accreditation process will be integrated into the timing of the current Continuing Professional Development (CPD) Scheme for LCBs with a commencement date of 1 April 2016 to coincide with the CPD year. Both accredited and approved persons will need to undertake the re-accreditation to maintain their accreditation under the co-regulations Schemes which will require completion of two hours of ongoing education over the CPD year.

In the meantime the Department is keen to ensure that all participants under the Scheme arrive at a "consistent competency point" ahead of joining the CBC and this will be achieved through the creation of a Bridging Course designed to ensure that all persons undertaking it have successfully demonstrated they are now fully across all the latest changes and developments in the two accreditation Schemes since the last re-accreditation in 2009. Your CBFCA will be the major provider of the Bridging Course which we are designing as a short, self paced e-learning course of around 2 hours duration. The Department has stipulated that the bridging can only be delivered by Registered Training Organisations (RTOs) - like the CBFCA - and this will ensure the quality of the learning and assessment in the course is maintained at the highest possible standard. It is our intention though to make the course as user-friendly and engaging as possible so the completion of the course will not be onerous or overly-demanding for industry professionals currently operating under these Schemes. 

All currently accredited and/or approved persons will need to undertake the bridging course with the only exception being persons who have completed the latest full accreditation course (for both NCCC and AEPCOMM Schemes ) after 1 July 2014. For most people in this category this will mean they have completed the nationally recognised unit of study TLIX5054A Comply with Biosecurity Border Clearance. If you are unsure whether you meet this criteria or not just contact the training Team at the CBFCA and we can advise you accordingly. If anyone would like to undertake the above unit of study, we have another class of the unit starting In October. Completion of the TLIX5054A Comply with Biosecurity Border Clearance unit provides both NCCC and AEPCOMM accreditation and therefore negates the need for those who complete the unit to undertake the Bridging Course,
